My name is William Darin Harper (birthday 11/06/1967) and my sister’s is Rachel Leigh Harper (I think birth name was Laura) (birthday 11/30/1969). We were adopted on April 30th, 1971 in Tennessee from a foster home.
We were adopted by William Foster Harper and Virginia Bast Harper. The adoption document number is 75574-1 R.D. Filed October 19th, 1971 Chancellor was Robert A. Hoffman. The Interlocutory Decree was entered on November 22, 1971. I think our case worker that handled the adoption was Judith McCown. He was born Oct 4, 1988 in Memphis Tennessee, and was adopted by a single woman named Judith Belt who was a research scientist. His adoptive mother said his birth mother was white and Native American and his father is black. He was also told he has a brother from the same parents.
