Dad was Tom (may have been known as Damien) Turner. Jesse (and his mother?) was moved to US with his mom Sharon's parents when he was less than 2. Jesse was likely raised fully or partly by maternal grandparents‚ so may not be considered adopted. He likely never lived with his father Tom/Damien and only saw him once at about age 2. Mother Sharon may have had addiction problem. He may have lived in or near Los Angeles‚ at least during his early years. Jesse is Caucasian (or Caucasian-ish‚ I don't know about his mother but he was reportedly seen as a white kid). Jesse if you see this‚ get an AncestryDNA test and we will probably match there.
