As I was born in a rather poor family that made poor choices, In 1990 or 1991, my mom decided to give our younger sister to adoption to a family from Canada, Ottawa. As you would imagine, time passed and we are being tormented by our biological need to meet our sister and know she s ok at least after all these years.Problem is we have no picture left whatsoever and only fraction of the address of the family that adopted her.
I don’t have the posibility to come there yet nor hire someone to try find her and all my facebook or other media channels attempts failed.
Is there any chance or a possibility that someone in the city hall might have a registry with adopted babies that entered the country since 1990?

She was born on 25th of july 1986 by the name of Serban Elena Simona, by her natural mom Serban Maria.I cant remember the father details
She was given to adoption and left de country in 1990 or 1991 but I m not sure 100% that the info is accurate.
The family that adopted her, gave us an adress and I am left with bits of it as follows: Ontario, Canada, Ottawa, somerset street 404/4.
Needless to say that any news of her would fill our hearts with hope and as such, please do share any information you are able to legally provide.
On your request I can provide copies after all the documents you might need from me or from any member of my family to proof that I am who I claim to be.

I have started the search a few months ago and have found out that I was taken out of Romania under another baby girls identity (the mother would have backed out last second adoptive parents in route already and they replaced me with her.. hence why the other little girls identity) . So the little I do know ‚ I don’t anymore. I could have been born November 1990 to March of 1991. We think my family might be local local to Targoviste where I was adopted from but not sure of much now anymore. It is said that I could have a sister 1-2 years older adopted to USA also in 1991.
