I have met both of my birth parents in fact my mother became part of my adopted family after I turned 18 and we all remained close until both of my adopted parents passed away and now sadly my mother has died as well. I am now however unable to get a birth certificate because apparently one doesn’t exist???? How does that work. Does anyone have any ideas on how I should proceed? The agency that facilitated my adoption is no longer open and has been closed for 30 years
