I was born in Sanford Florida. My blood sister was born in Memphis (birth certificate # 141-622121). My name is William Darin Harper (birthday 11/06/1967) and my sister’s is Rachel Leigh Harper (I think birth name was Laura) (birthday 11/30/1969). We were adopted on April 30th, 1971 in Tennessee from a foster home. We were adopted by William Foster Harper and Virginia Bast Harper. The adoption document number is 75574-1 R.D. Filed October 19th, 1971 Chancellor was Robert A. Hoffman. The Interlocutory Decree was entered on November 22, 1971. I think our case worker that handled the adoption was Judith McCown. Adoption paperwork was handled by the law offices of Burch Porter & Johnson, Joe Duncan atty. Since I was not born in Tennessee my documents were forwarded to : Everett H. Williams, Jr Bureau of Vital Statistics Division of Health P.O. Box 210 Jacksonville, FL 32201 My original FLORIDA BIRTH CERTIFICATE # is 109-67-089352
