I’m looking for my sister’s biological father. His name is Kevin Theodore Coates. His birthday is in December but not sure what year. Sometime in the mid 1950s probably. He was in the navy and stationed in Millington‚ Tn and was transferred out of state. Maybe to Virginia. This would’ve been in the late 1980s. My sisters birth name was Victoria Angela Coates. Her mothers first name was Elise but I’m not sure if her mother and father were married or not.
