Letter from Orphans Court states BM was “apparently mentally retarded” at time of birth. Although she was high functioning and wanted me. She was denied reunion with me by the State/County and AP finalized adoption in 10/79. I believe she is in Altoona or Ebensburg Area. She was 19 at the time of my birth in Allegheny County, PA. She gave me the name of Lisa Ann at birth but it was changed by foster parents. Last name may possibly be “Louse” or the like?
