My mother carmen roupp lost my little brother charlie semen jr to welfare.Due to no insurance and could not pay for his surgeries. He had a hair lip and cleph pallet. She was a very young mother with no income So welfare stepped in and we never seen our little brother again. She tried for years and literally gave up. 2 sisters left in this world and we just want to is learn what happened to our little brother. We have just a few memories of him but the ones I do have. I will cherish forever!
