I am searching for my father’s biological father. He was born in Manhattan June 8, 1942 birth record number 16551 under the name William F. Vesper. In 1946 he was legally adopted by James Plinski. His mother was always in the picture and her name is Cecile Stasion. My father, his mother and James Plinski have all passed away. I have requested his birth certificate from the state of NY but they always send me the birth certificate from 1946 when James Plinski adopted my father. They have told me I have to contact the adoption agency to find out who my father’s biological father is but I don’t even know who the adoption agency was. Can anyone please point me in the right direction or help me. Thank you!
