I am searching for Thomas Ray Pennington, a foster child of my grandparents Louis and Eunice Frazier. They passed 6 months apart in 1968 and 1969. They had fostered Tommy from birth and were in the process of trying to adopt him when they passed. My mother, their daughter was divorced, unemployed and left to raise me and my brother. She was not able to adopt Tommy. The social worker who visited and checked on Tommy was Mrs. Payne out of Alexandria, LA. Tommy was not allowed to take any pictures or momentos when they took him away.
