Adopted person was born at the Methodist Home in New Orleans on May 9‚1945 to a woman named Effie ? who was born in New Orleans on June 16‚ 1922. Effie’s baby boy weighted 8 lbs. 2 ozs at birth‚ had hazel eyes and olive skin. Effie was 5 ft. 9 inches tall‚ had brown hair and hazel eyes. She named her baby boy James Lester Chance‚ who we surmise was the biological father from Mississippi‚ who she never told she was pregnant as he had just been called away for WWII. The supposed biological father weighed 185 lbs. was of English‚ and Scott Irish decent and had olive skin. Effie stayed at Memorial Mercy Methodist Home with her child until she left with him on October 16‚ 1940. She returned on March 3‚ 1947 to say she had begun to realize he needed both a mother and father to love him and rear him in the Methodist faith. Her information was sent to the Department of Public Welfare‚ and her child was approved for adoption on March 28‚ 1947. He was later adopted by William Wayne and Dozie Foley of Baton Rouge‚ Louisiana‚ and his name was changed to Thomas Coleman Dunnam.
