Born in Inverness FL by Dr Osterling. Was initially placed with her infant sister with my Uncle who had a heart attack. Was then put into the foster system in Tazwell County IL by herself. Her sister remained at my Uncle’s home. We don’t know if her name or DOB/place of birth were known to her. Her name at birth was Dawn Joy Urban and then Dawn Joy Connell. She was given to DCFS by my Aunt in January 1979 from my understanding. I have 4 other children who would really like to know her.
