I am searching for my mother’s biological family. She was born on October 8, 1964. She was adopted from the Children’s Home Society out of Jacksonville, FL. The adoption was unable to be finalized until she was six months of age due to the fact that her birth father did not want to sign the birth certificate. She was adopted by Leonard Cecil and Mary Lucille Rowe and the adoption was granted by Judge Chance in Bradford County, Starke, FL. We do not have any further information and no contact has been made since the adoption.
