Yesterday‚ I went to do a few things in Delaware to have birth certificates apostilled. First‚ they use a slightly different certificate for that where‚ if you subsequently changed your name‚ they cross out the adopted name and type your legal name above it....it looks like a typed school paper from the 80s...has anyone else had this done? I'm afraid it will raise questions abroad as I pursue visa options. Secondly‚ after being told by Delaware's Child Services that they have no records of my time in its foster care system and adoption‚ and that its Health and Human Services (which apparently was the agency that oversaw adoptions in the 1970s) has no records‚ I submitted requests to the Family Court. While I have a Delaware Family Court order that was in my records from my time in foster care in Pennsylvania‚ Delaware courts have nothing. Absolutely nothing to explain how my name at birth was changed...yet alone anything else. If anyone was adopted in Delaware in the 1970s and early 1980s - Do you know the name of the adoption agency? I was told by an aunt the one that did mine closed.
