I’m trying to find my half sister. Her name on her birth certificate was Amanda Sheri Phylis Briggs-Friscia born on December 3, 1998 at Northbay Hospital, Fairfield, CA. It was a CPS case in Solano County. My mother and her husband had their parental rights revoked because of drugs and in and out of jail. She was adopted by a woman that worked with CPS, possibly a Child Behaviorist Specialist. The adoption was finalized on December 19, 2004 and the CPS worker was Shawna Rose. It was said that the Shawna and the lady that adopted her were friends.
