I am looking for information on my sister. She was born November 27, 1990 in Kern County, CA. She was born under one of two names: Nisa Sharlene Fowler or Nisa Sharlene Deluna. She was put into foster care, we aren’t sure what last name was used on her birth certificate (we assume either Scott or Bartlett). She was prepping for adoption when she was 18 months to 2 years old by her foster family (would have been 1992), who lived near Tehachapi, CA (this is as far as I’ve gotten in the search, I’m not 100% sure if the adoption took place at this time). If anyone has any information, please reach out. Thank you!
