My stepfather who has been in my life since I was 2 lost his chance to raise his daughter. Her bio mother adopted her out without his acknowledgement. He tried to fight it but didn’t have the financial means. That moment has haunted him and hurt him for all of her life. I’m hoping to help find her. Her adopted parents named her Katie. I’m not sure of their names or last names. She was born in April of 1991 or 1992 in Hot Springs, Arkansas but I don’t think they stayed in the Hot Springs area.
