Arizona law allows for both open and closed adoptions. In an open adoption, a legal contract usually explains how communication will take place. Both the adoptive parents and the birth parents must agree to the contract.
However, Arizona adoption records are separate documents. They become sealed once a court has finalized the adoption, whether it’s open or closed.
How Do I Get My Adoption Records Unsealed in Arizona?
You’ll need a court order to unseal your adoption records in Arizona. Contact the county clerk in the county where the adoption took place. The county clerk can provide information about filing a petition for a court order to unseal your Arizona adoption records. Usually, you need to provide a compelling reason to unseal the records.
Are Arizona Adoption Records Public?
No. Arizona adoption records are closed and sealed for 100 years. You can’t get Arizona public adoption records without legal intervention.
However, Arizona offers a Confidential Intermediary program for adoptees and biological relatives who want to connect. This program allows a court-appointed intermediary to access court records. The intermediary can then facilitate contact between an adoptee and their birth parents (or biological siblings) if both parties consent to share information.
If you’re an Arizona adoptee or a biological relative, you can initiate a request through the Confidential Intermediary program. Birth parents can also update their contact preferences by submitting a form to the Bureau of Vital Records. On the form, you can indicate whether you want to be contacted directly or through an intermediary.
How Do I Get My Original Birth Certificate if I Was Adopted in Arizona?
If you were born between June 20, 1968 and Sept. 28, 2021, you need a court order to get your original birth certificate. In 2021, Arizona revised a state statute to allow future adoptees to access their pre-adoptive birth certificates. Unfortunately, the revised statute doesn’t retroactively apply to Arizona adoptees born in the 53 years before 2021.
If you’re an adoptee born before June 20, 1968, you can request your original birth certificate through the Arizona Department of Health Services. You must complete the form and mail it to the state Bureau of Vital Records with a copy of a valid government-issued photo ID. There’s a $5 fee to get your original birth certificate.
Arizona adoptees born after Sept. 28, 2021, will be eligible to get their original birth certificates once they turn 18.

She had another child before me‚ a boy‚ but they were adopted out through a private attorney. Same to be said for the sibling born after me. My adoption was through Christian Family Care Agency. I don’t have any info on the birth father. I would really love to find my brother. Thanks.

I was not brought to New York until February 1992‚ but my adoptive father signed my birth certificate 10/17/1992x the day after my birth. I was told my birth mother may have been from California prior to my birth.

The adoption was arranged through a private agency with a branch in Phoenix‚ AZ‚ that has long been out of business. Lisa had very specific requirements about the type of family she wanted to raise her baby (economically stable‚ east coast‚ bi-lingual) and the parameters were determined out of love and hope for expansive opportunities‚ as she knew she would not be able to provide a stable life for her child. The baby girl was born in Tucson‚ AZ‚ on Super Bowl Sunday‚ January 23rd‚ 1989. Lisa named her daughter Ellen Lavon‚ and I believe the adopted parents changed her name to Victoria. The adopted parents lived and worked in or around New York City. I don’t know where their residence was. The adopted mother is/was from northern Europe and English was her second language. She worked or volunteered at Sotheby’s. I heard the adopted father was a 5th Avenue advertising executive at the time. The adoptive parents sent a few photos to the adoption agency during the first two years and Victoria looked happy and healthy. She had blonde hair and probably had blue eyes. The photos were lost in a move. I live in Seattle‚ WA with my husband we have adult twin boys who are cousins. Lisa had another child when she was 32‚ so Victoria has a half sibling. We have longed to meet Victoria for years. There is a large and loving branch of extended family spread out from Phoenix‚ to Seattle to Boston and Virginia who are eager to meet you some day. 100. SarahFairchilds : The Interlocutory Adoption Court Papers say I was Vickie Lee Duckett, at birth, born December 29, 1956. I was adopted out at Phoenix and my adoptive parents lived in Flagstaff. My mother was said to be about 13 so she would have been born in 1943 give or take a year. She was not married and the father’s whereabouts was said to be unknown. I’m not sure if my mother’s name was Duckett or my father’s name. I did an autosomal DNA test and I matched two 1st-2nd cousins by the surnames of Perry and Thornton. DNA proves I am of European descent. I suspect my Duckett Family is related to the Oklahoma Ducketts who migrated to Arizona and then to California. I have been searching for years and getting desperate so I will give a contact..... Any help anyone can give will be appreciated. Sarah

The most i know about my birth parents is that one is German and the other is Italian and that, at the time I was told, I am the youngest of 5-7 children.
